Legal Regulation of the Public-Private Partnership and Public Awareness– Vassileva, A., Collection Entitled The Role of the Media while Working under Projects Co-Financed by the EU, Stopanstvo University Publishing House, Sofia, 2008

(Article, Collection entitled The Role of the Media while Working under Projects Co-Financed by the EU, Stopanstvo University Publishing House, Sofia, 2008)

The article is dedicated to the modern dimensions of public-private partnership and the scale of application of the projects in this field, which require enhancement of citizens’ investment culture. The participation of companies in such projects facilitates their access to EU funds. The acquaintance with good practices in implementing successful PPP projects and the accumulated positive experience imply seeking new and efficient means for public awareness enhancement.

In many EU member states PPPs are applied not only in the field of physical infrastructure, but also in projects related to social infrastructure, e.g. schools, prisons, stadiums, courts of justice, hospitals etc. Hence media should pay attention to the fact that in most cases the sites in question are not only constructed, but also about maintained, operated, and modernized.

The main conclusion is that public interest should play a leading role regarding PPP. Independent control should be exercised throughout all PPP phases of a project and the media should be constantly informed on the issues related to its design, implementation, and operation.
